Moving to the Cayman Islands in 2026: Permits, Rent, Cost of Living, Schools, Healthcare, Banking and How Long You Can Stay

The work permit and the 1 May 2026 hiring rules, what tenants pay and what newcomers are asked, the cost of living from ESO and utility data, mandatory health insurance and pensions, schools, hospitals, banking, cars, the tax position, hurricanes and crime, each with its source, ending at the nine-year clock.

Moving to the Cayman Islands means arriving on a work permit that an employer has already obtained, renting in a market where median rents run from CI$1,000 for a one-bedroom to CI$3,000 for a three-bedroom, paying no income tax, and living inside a nine-year term limit that opens into a permanent-residence application at year eight. The Islands had 90,577 residents in December 2025, of whom 40,453 were non-Caymanian, and some 37,500 work permits were in force in January 2026, so nearly half the population has made this move. This guide covers the permit, the changes that took effect on 1 May 2026, renting, the cost of living, health insurance and pensions, schools, healthcare, banking, cars, money, weather and safety, each with its source, and ends with the question every newcomer asks eventually: how long can I stay?

Who moves, and on what basis

The Economics and Statistics Office's Labour Force Survey for Fall 2025 puts the population at 90,577: 41,063 Caymanians, 9,061 permanent residents (6,216 of them with the right to work) and 40,453 non-Caymanians, up 2.0% on 2024. The labour force was 64,989, unemployment 2.6% overall and 4.1% among Caymanians, and 52.8% of the employed were non-Caymanian. Work permits stood at 37,909 in December 2024, described by WORC as the highest ever recorded, at 37,564 on 14 January 2026 (Jamaica 13,928 or 37%, the Philippines 7,047, India 2,247, across 142 countries) and at 37,075 on 11 March 2026, per Cayman News Service reporting of WORC figures. The largest permit occupations in 2024 were domestic helpers (4,264), janitors (2,228), food and beverage servers (1,815), masons (1,593) and kitchen helpers (1,194); the financial and legal sectors are smaller in headcount and much larger in earnings.

Median monthly earnings in Fall 2025 were CI$3,599.50 across all employed, CI$4,399.50 for Caymanians and CI$2,799.50 for non-Caymanians, with means of CI$4,875, CI$5,773 and CI$3,996 respectively (ESO, Tables 3.47 and 3.49). Just over half of the employed earned under CI$4,000 a month. Those two distributions, a large low-wage service workforce and a smaller high-wage professional one, explain why cost-of-living figures for the Islands vary so widely: the same rent is a fifth of one household's income and half of another's.

The work permit

The order of events is fixed: a job offer first, then a permit. Cayman Resident's work-permit guide, updated 13 August 2026, states that "the first thing to do is find a job, or be offered a job, and then your Cayman employer has to apply for a work permit for you". The employer pays the permit fees, which are set by occupation. Cayman Resident gives up to six months for a full permit and days for a temporary permit.

The Caymanian Protection (Fees) Regulations, 2026 and three companion regulations commenced on 1 May 2026 (Cayman Islands Government, 17 April 2026), and the Ministry's Immigration Reform Guidebook of 29 April 2026 sets out the new rules for hiring:

  • Vacancies must be advertised for at least 21 consecutive days on the WORC portal and in a local newspaper, up from 14 days on the portal only.
  • A first-time work-permit holder may not change employer within two years of the grant.
  • Employers must notify WORC within seven days of a termination, with fines of up to CI$20,000.
  • To add a dependant, the permit holder needs a gross monthly income of at least CI$5,000, plus CI$1,000 for each further dependant (previously CI$3,500 and CI$500).
  • Work-permit application fees are tiered by the occupation's annual permit fee: CI$150, CI$250 or CI$500, replacing a flat CI$100; the annual dependant fee on a permit is CI$350, CI$525 or CI$750 on the same bands.

The occupation fees themselves did not change on 1 May 2026, and they range widely: Daily.ky's schedule compiled from the 2026 Regulations lists CI$150 a year for a domestic helper, CI$2,100 for a chef and CI$13,650 for an accountant, with senior management roles above CI$20,000. Those figures are secondary until the site reconciles them against the gazetted schedule, but the shape is right: the permit fee tracks the occupation, and the fee band on the permit sets most of the other immigration fees the holder will meet, including the permanent-residence application fee later.

What 1 May 2026 did and did not change for a newcomer

Two things stayed the same and are the subject of persistent misreporting. The worker term limit is nine years (section 66(1) of the Immigration (Transition) Act (2022 Revision)), and the residence needed before a permanent-residence application is eight years (section 37(1)). The February 2025 draft Bill proposed ten and nine; the Acts as passed did not enact either change, and the Government's own Guidebook of 29 April 2026 still heads the category "Permanent Residence, Eight Year Residence". What changed for someone arriving now: the hiring rules above; the fee bands; a longer road from permanent residence to Caymanian status (twenty years of residence including ten holding PR, previously fifteen and five); and a CI$250 annual declaration for permanent residents. Cayman Resident's summary of the term limit stands: after nine years a person "will not normally be granted any form of work permit until they have ceased to be resident in the Cayman Islands for at least one year", unless a permanent-residence application has intervened.

Renting

Rent is the largest line in most newcomers' budgets and the figure most often quoted without a source. Two kinds of number exist and they differ materially.

The ESO's Fall 2025 survey of rents actually paid by tenants (Table 7.7) gives a median of CI$1,300 a month across all tenancies: CI$750 for a studio, CI$1,000 for a one-bedroom, CI$2,100 for a two-bedroom, CI$3,000 for a three-bedroom and CI$2,750 for a four-bedroom, with medians by district of CI$1,400 in George Town, CI$1,300 in West Bay, CI$1,214 in Bodden Town, CI$1,150 in East End, CI$800 in North Side and CI$600 in the Sister Islands. These are rents paid across all leases, including long-standing tenancies and staff housing.

Asking rents for vacant units are higher. Cayman Resident's renting guide, updated 17 February 2026, gives one-bedroom ranges of CI$900 to 2,000 in West Bay, CI$1,400 to 2,400 in George Town, CI$1,950 to 2,800 in South Sound, CI$1,300 to 2,200 in Prospect and Savannah, CI$950 to 1,600 in Bodden Town and CI$2,200 to 4,000 on Seven Mile Beach, with two-bedrooms from CI$1,900 in Bodden Town to CI$5,500 on the beach. The ESO's rent index rose 8.9% year on year in the last quarter of 2025, and Provenance Properties' market reports put rents 1% higher year on year in the first quarter of 2026 and 9% higher in the second. The conventions are a one-month security deposit, pet deposits of up to CI$600 an animal, and utility deposits of roughly CI$100 for water, CI$250 to 600 for electricity and CI$180 for internet (Cayman Resident). There is no rent control.

The cost of living in one paragraph, then in detail

Inflation was 1.3% for 2025 and 2.8% year on year in the first quarter of 2026 (ESO), with food up 3.8% and rents up 8.9% in the final quarter of 2025 and the Government's own 2026 projection raised to 5.3% in May 2026 on fuel costs. Electricity for an average household using 1,158 kWh a month rose by about CI$50 a month from 1 June 2026 (Radio Cayman, Cayman News Service). Water from the Water Authority is CI$4.47 per cubic metre for the first 12 cubic metres from 1 July 2026 (Cayman Compass, 4 July 2026, secondary). Regular petrol was CI$6.20 to 6.30 an imperial gallon in George Town in late May 2026 (OfReg). A mobile plan runs CI$90 to 200 a month at Digicel; home fibre CI$69 to 139 at C3. The cost-of-living guide builds a budget for one person and for a family from these sources, and says where a figure does not exist rather than inventing one; there is, for example, no published grocery-basket survey for 2025 or 2026, only the ESO's food index.

Health insurance and pensions

Both are mandatory and both are employer obligations from day one. The Health Insurance Commission's page describes the Standard Health Insurance Contract as the minimum contract of prescribed benefits under the Health Insurance Regulations, with a standard premium of approximately CI$167 per person per month; the employer must pay the full premium but may recover 50% from the employee, is not obliged to contribute to dependants' premiums, and cover must start on the first day of employment. CG BritCay, which insures about 12,200 people on the standard contract, applied in June 2026 for a 25% increase, the first since 2013; whether it took effect on 1 July 2026 had not been confirmed when this page was written.

Pensions are governed by the National Pensions Act (2024 Revision). The Department of Labour and Pensions' FAQ gives a total contribution of 10% of earnings, at least 5% from the employer and up to 5% from the employee, on earnings up to CI$87,000 a year, with non-Caymanian employees becoming pensionable after nine months in the Islands.

Schools

Government schools admit Caymanians first, then children of expatriates working for Government, then other expatriate children where space allows, with catchment areas deciding the school; non-Caymanian pupils pay CI$750 a year at primary, CI$900 at middle and CI$1,200 at high school (Cayman Parent, November 2025, summarising the Department of Education Services' registration guidance, whose own page could not be read at the time of research). Expatriate children cannot start a government primary in Reception; Year 1 is the earliest entry.

Most expatriate families use private schools, and the published 2026 to 2027 tuition ranges are wide. Cayman International School charges CI$22,000 for kindergarten, CI$25,700 for grades 3 to 5, CI$28,900 for grades 7 and 8 and CI$30,700 for grades 11 and 12, plus a CI$350 application fee and CI$1,000 deposit, with a 10% second-child discount. Cayman Prep and High School charges CI$15,885 for kindergarten to Year 6, CI$17,235 for Years 7 to 9, CI$18,255 for Years 10 and 11 and CI$20,160 for Years 12 and 13. Cayman Resident lists seventeen private schools in all; several do not publish fees.

Healthcare

The Health Services Authority runs the Anthony S. Eden Hospital in George Town, which its own page describes as a 136-bed facility with accident and emergency, four operating theatres, critical care, dialysis and oncology, and the 18-bed Faith Hospital on Cayman Brac. Health City Cayman Islands is a private tertiary hospital in East End with a Camana Bay site, and Doctors Hospital is a private hospital in George Town. CINICO is the Government's insurer for civil servants, pensioners and residents who cannot obtain cover elsewhere. A newcomer's care is paid for through the employer-provided health insurance above.

Banking

Six retail banks serve residents: Butterfield, Cayman National, CIBC Caribbean, PROVEN Bank (formerly Fidelity), RBC Royal Bank and Scotiabank. Cayman Resident's July 2026 guide lists what a resident applicant generally needs: an employment letter addressed to the bank confirming position, salary and expected length of employment; a utility bill or lease as proof of address; the original passport for every nationality held; a W-9 for US persons; and the work-permit letter or other immigration document. Cayman National's application form adds source-of-funds documentation and, for non-residents, a bank reference from a relationship of at least three years. Butterfield opens chequing and savings accounts with a CI$100 minimum and has launched online opening for residents. The mortgage guide compares the same banks as lenders.

Cars, licences and fuel

A new resident may drive on a valid foreign licence for twelve months from arrival. The Department of Vehicle and Drivers' Licensing's exchange page states that holders of licences from the United Kingdom, Gibraltar, Guernsey, the Isle of Man and Jersey exchange without a written test if they do so within twelve months; everyone else sits the written test, and after twelve months both written and road tests apply. The transfer fee is CI$50.

Importing a car attracts duty on its landed value. For conventional vehicles the bands quoted by Cayman Resident are 29.5% up to CI$20,000, 32% to CI$25,000, 37% to CI$30,000 and 42% above, with vehicles of model year 2016 or older prohibited; this site has not yet read those bands from the tariff schedule itself and lists them as secondary. For hybrids and electric vehicles valued at CI$61,000 or more, the Customs Tariff (Amendment of Schedules) Order, 2025, gazetted 24 September 2025, sets personal-use rates of 15%, 30% and 34% for hybrids and 10%, 20% and 30% for electric vehicles across the CI$61,000 to 79,999, CI$80,000 to 99,999 and CI$100,000-plus bands. An environmental impact fee of CI$250 applies at import (Customs and Border Control). The import duty calculator applies the rates to a landed value, and the customs checklist covers the paperwork.

Fuel is regulated and reported weekly. OfReg's report for 20 to 26 May 2026 gives regular petrol at CI$6.20 to 6.30 an imperial gallon at Esso in George Town and CI$6.25 to 6.49 at Rubis, with diesel at CI$6.67 to 7.09. Grand Cayman had 50,343 licensed vehicles in mid-2025 (Cayman Resident), and the National Roads Authority projects 28,000 vehicles a day through the Grand Harbour junction by 2036; the East-West Arterial extension to Agricola Drive opened in September 2025.

Money: the dollar and the absence of tax

The Cayman Islands dollar is pegged at CI$1 to US$1.20 (US$1 to CI$0.80). The Cayman Islands Monetary Authority, which issues the currency under the Currency Law, quotes a retail counter rate of CI$1 to US$1.227, and shops and banks commonly use 1.25 for cash; salaries and rents are quoted in CI$ and property in US$.

The Government's archived economy page states that "there are no direct taxes in the Cayman Islands. There is no income tax, company or corporation tax, inheritance tax, capital gains or gift tax. There are no property taxes or rates", and PwC's summary reviewed 29 May 2026 confirms personal income tax, corporate tax and capital gains tax as not applicable. Government revenue comes from import duty, stamp duty and fees, which is why a car, a house and a work permit carry the charges they do. A newcomer's home country may still tax worldwide income; the property tax guide carries the one-line reporting notes for US, UK and Canadian residents.

Weather and safety

The Atlantic hurricane season runs from 1 June to 30 November. Hazard Management Cayman Islands advises being prepared to be without electricity and water for a minimum of seven days and to keep a gallon of water per person per day; alerts arrive through the National Emergency Notification System app. Hurricane Ivan passed about 21 miles south-west of George Town on 11 and 12 September 2004 with winds of around 155 mph and a storm surge of 8 to 12 feet, damaging most buildings on Grand Cayman; the Government's technical review and the Cayman Compass's retrospectives carry the detail. Building standards, insurance deductibles and strata reserve funds all carry Ivan's imprint.

The Royal Cayman Islands Police Service's 2025 report, released 22 April 2026, recorded 59 serious violent offences (down 16%), burglaries down 31%, robberies up 55%, 30 firearms offences, six fatal road collisions (down from eleven) and 3,408 collisions in all; the Commissioner described major crime as stable. The ESO's Fall 2025 quality-of-life survey recorded 84.0% of residents satisfied. The pros-and-cons guide sets these against the costs above, each side with its source.

The Sister Islands

Cayman Brac and Little Cayman are part of the same jurisdiction with the same permits, taxes and currency, and a different cost base. The ESO's Fall 2025 survey gives a median rent paid of CI$600 a month in the Sister Islands against CI$1,400 in George Town. Faith Hospital on Cayman Brac has 18 beds under the Health Services Authority, and Cayman Airways connects both islands to Grand Cayman. Daily.ky's compilation of the 2026 fee schedule lists Sister Islands work-permit fees at 75% of the Grand Cayman rate, a figure this site treats as secondary until reconciled against the gazetted schedule. Fuel is reported separately by OfReg; premium petrol on Little Cayman was CI$6.96 an imperial gallon in late May 2026.

How long can I stay?

The answer is the pair of dates the roll-over calculator returns from the day the permit started: eight years to the earliest permanent-residence application under section 37(1), and nine years to the term limit under section 66(1), with the twenty-year horizon for Caymanian status behind them. Between eight and nine, section 66(4) lets an applicant keep working while the Board decides. Frequently asked questions

Do I need a job before moving to the Cayman Islands?
Yes. The employer applies for the work permit after making the job offer; a person cannot apply for their own permit. Vacancies must be advertised for 21 consecutive days from 1 May 2026, and a first-time permit holder may not change employer within two years of the grant (Ministry Guidebook, 29 April 2026).
How much is rent in Grand Cayman?

Is there income tax in the Cayman Islands?
No. The Government states there are no direct taxes: no income, corporation, inheritance, capital gains or gift tax and no property tax. Revenue comes from import duty, stamp duty and fees. Home-country tax rules may still apply to a resident's worldwide income.
How long can a work-permit holder stay?
Nine years under section 66(1) of the Immigration (Transition) Act, unchanged on 1 May 2026. After eight years of legal and ordinary residence a permanent-residence application may be made under section 37(1), and section 66(4) allows the applicant to keep working while it is decided.
Is health insurance mandatory?
Yes. Employers must provide at least the Standard Health Insurance Contract from the first day of employment, at approximately CI$167 per person per month, and may recover half from the employee. Pensions are also mandatory at 10% of earnings up to CI$87,000, split at least 5% employer and up to 5% employee.
